Italy’s Investor Visa should be compared by the legal transaction and the risk you are accepting, not simply by the lowest stated investment. Government securities, company capital, qualifying innovative-startup capital and philanthropy have different economic consequences. Current legislation also includes qualifying venture-capital-fund capital within the €500,000 provision.

This article helps you compare those bases and prepare the file before making a transfer. It complements the Italy Investor Visa programme page; it is not a complete immigration checklist or a recommendation of an investment.

Compare the legal bases before the amounts

BasisStatutory minimum referenceWhat to investigate separately
Italian government securities€2 millionEligible instruments, purchase evidence, market value and holding arrangements
Capital in an Italian company€500,000Recipient, qualifying capital instrument, business risk and shareholder rights
Qualifying innovative startup€250,000Special-register status, instrument and early-stage business risk
Qualifying venture-capital-fund capital€500,000 under the amended company/fund provisionExact fund structure and acceptance of the proposed instrument and evidence
Doação filantrópica qualificada€1 millionRecipient, public-interest purpose and proof of the contribution

Article 35 of Law 193/2024 amended Article 26-bis to include capital in a venture capital fund established and operating in Italy. The government securities and company/fund investment provisions specify at least two years of holding. These are legal references, not an all-in budget or a promise of capital recovery.

The official investment-promotion summary still presents the familiar government-bond, company, innovative-startup and donation categories. If considering a fund, ask the Investor Visa Committee how the current application and evidence requirements apply to the precise proposal. A legislative category should not be used to promise approval of an unspecified product.

A lower minimum does not establish lower overall risk

A startup investment can require less initial capital than government securities while exposing the investor to a very different business. Ask what rights the instrument creates, how value is determined, whether the business may need further funding and how an exit could occur. Immigration eligibility does not assess suitability for your household.

Likewise, a donation is not a capital-preservation strategy. Assess it as a contribution to the relevant public-interest purpose. Do not compare a donation and a security using only the amount paid at the beginning.

Consider two fictional applicants. One wants exposure to an established operating company and can assess its business. Another mainly wants residence and cannot evaluate a startup’s finances. The lower startup reference does not resolve the second applicant’s knowledge or risk problem. Both need an appropriate review of the actual transaction.

Identify the recipient and instrument precisely

A useful proposal names the recipient, its legal identity, the instrument being acquired, the amount, the proposed timing and the evidence that will be supplied. It also identifies who receives any professional or intermediary fee.

For a startup, request current evidence of its qualifying registration rather than relying on the word innovative in a presentation. For a company or fund proposal, distinguish contributing qualifying capital from buying an unrelated asset, lending money or paying a commercial service fee. Ask for a written explanation of the category claimed.

Buying an Italian house is not one of the investment bases in the official summary. Housing can be part of your relocation planning without becoming the qualifying Investor Visa investment. The Italy destination guide separates the residence decision from a general plan to own assets or operate a business.

Prepare availability, origin and living resources

Organize a clear record of the proposed funds, ownership and lawful origin. A large bank balance and a complete account of where the money came from are different pieces of evidence. Ask the receiving authority which documents and certifications it currently accepts.

Map the transfer before it becomes urgent: which account holds the funds, which account will receive them, who can authorize movement and which bank checks may be needed. Do not fabricate a universal document list for every source of wealth. A business sale, inherited assets and accumulated salary can create different records.

Keep funds for living expenses separate from the proposed investment and transaction costs. Request a budget covering professional work, official charges, translations or authentication where required, travel and accommodation. Record which items are estimates and which are confirmed quotes.

Follow clearance, visa and permit as separate stages

The Ministry of Foreign Affairs describes a centralized committee review followed by consular checks after a nulla osta. That preliminary clearance is not the same as the entry visa or the residence card.

The official Phase 2 instructions state that, after entry with the investor visa, the permit application is due within eight days and the investment or donation must be completed within three months of arrival. The portal also requires the arrival and Questura application details, followed by proof of the investment. Use the current official instructions for counting and documenting your own deadlines.

Before travel, agree who will monitor each step and obtain the receiving party’s evidence. If the committee requests more information, that does not turn the original investment-completion deadline into an optional target. Avoid arranging a commercial completion date without checking the immigration sequence.

Build a comparison file that can survive a second review

  1. Category: identify the exact legal basis and any operational question still awaiting committee confirmation.
  2. Transaction: collect the instrument, recipient and ownership documents for independent review.
  3. Funds: organize availability, ownership, lawful-origin evidence and the transfer route.
  4. Risco: describe possible loss, illiquidity, fees and any future capital needs.
  5. Process: record clearance, consular, arrival, permit and investment-evidence tasks separately.
  6. Household: assess family procedures, housing and living resources outside the investment.

O European residency comparison framework helps compare the residence expectations. The Portugal fund guide offers further due-diligence questions, with different national rules that must not be imported into an Italian application.

Questions worth resolving before signing

Can several unrelated smaller payments be treated as one qualifying investment?

Do not assume that a mixed spending plan satisfies a single category. Ask the committee how the specific proposed transaction is assessed before structuring it around a minimum.

Does investing guarantee the visa?

No. The transaction and the immigration application require their respective assessment. A commercial provider cannot replace the committee or consulate’s decision.

Is the statutory holding period a guaranteed exit?

No. The instrument’s liquidity, contractual rights and practical ability to sell are separate issues. Plan for the investment itself, not only the immigration minimum.
