Income & household benchmarks
AIMA's 2026 fee table, effective from 1 March 2026, lists €842.80 for receipt and analysis of an ARI grant or renewal, €8,418.90 for granting the ARI and €4,210.30 for renewal. The same schedule lists reduced digital-channel amounts of €632.10, €6,314.20 and €3,157.80 respectively, reflecting the 25% digital-channel reduction where applicable. The analysis fee is separate from the grant/renewal fee. Family members have corresponding ARI-family analysis and title fees. These government charges do not include investment capital, fund/vehicle costs, banking, legal, tax, translation, certification or other professional/document expenses.

From residence to permanent status and citizenship
These are separate legal pathways with their own conditions. The timelines below reflect the current structured data for this route.
From 5 years
ARI holders may apply for permanent residence after at least five years of temporary residence if the Article 80 requirements are met. AIMA requires proof of basic Portuguese and accepts A2-or-higher Portuguese-language certification among the recognised evidence. A specific permanent ARI status is issued to qualifying ARI holders and family members, with special treatment of absence rules.
7 or 10 years
The Golden Visa does not grant citizenship automatically. Under Portugal's nationality rules in force from 19 May 2026, the general legal-residence period for naturalisation is 7 years for nationals of Portuguese-speaking countries and citizens of EU Member States, and 10 years for nationals of other countries, with additional language/culture, civic, security, criminal-record and other requirements. Administrative procedures already pending on 19 May 2026 are subject to the applicable transitional rule.
Dual citizenship: Portugal permits dual citizenship under Portuguese law, although the applicant should also check the rules of their other nationality.
Why consider it
Key benefits
Best for
Investors who want Portuguese residence with limited physical presence
Best suited to applicants who can support a qualifying investment activity and value the flexibility of the ARI minimum-stay framework.
Benefit
Low minimum physical presence
The ARI framework requires 7 days in Portugal during the first year and 14 days during each subsequent two-year period.
Benefit
Multiple qualifying investment routes
The current framework includes job creation, scientific research, culture/heritage, qualifying non-real-estate collective investment undertakings and Portuguese-company capitalisation linked to employment.
Benefit
No conventional residence visa required
ARI applicants use the special investment-residence framework rather than first obtaining a conventional Portuguese residence visa.
Benefit
Family reunification available
Qualifying family members can use the ARI family-reunification framework, including the possibility of submitting the family request alongside the investor's application.
Benefit
Right to live and work in Portugal
AIMA states that ARI holders may reside and work in Portugal, subject to the ordinary rules applicable to the activity.
Benefit
Schengen mobility
The Portuguese residence title supports travel within the Schengen Area under the applicable rules.
Benefit
Potential permanent-residence and citizenship pathways
ARI holders may later apply for permanent residence or naturalisation if the separate legal requirements in force at that time are met.
Before you decide
Conditions & watch-outs
Limitation
Real estate is not a current qualifying route
New ARI applications cannot qualify through property acquisition. Current qualifying investment activities also may not be structured directly or indirectly for real-estate investment.
Condition
There is no single programme-wide investment minimum
The ARI is a multi-route framework: some routes have €250,000 or €500,000 capital thresholds while the job-creation route is defined by employment rather than one equivalent capital floor.
Condition
The investment activity must be maintained
The ARI framework contains a minimum five-year investment-activity requirement. A change or disposal can compromise renewal while the applicant still relies on that activity as the basis of the title.
Watch out
Immigration eligibility is not investment suitability
A fund, company or other structure being capable of meeting ARI rules does not make it risk-free or suitable for a particular investor. Returns, liquidity, fees, strategy and manager risk require separate financial due diligence.
Watch out
Government fees are significant
AIMA charges separate analysis, granting and renewal fees, and family-member applications can multiply the administrative cost.
Watch out
Processing can be difficult to predict
AIMA processing, correction requests, biometrics and card issuance have not produced one dependable end-to-end timeframe that FYPAS can responsibly promise.
Watch out
Low ARI presence is not a universal residence rule
The ARI minimum stay should not be confused with tax-residence tests or the separate requirements for permanent residence and naturalisation.
Limitation
Citizenship is not automatic
A Golden Visa is a residence permit. Naturalisation requires a separate application and satisfaction of the nationality law in force at that time.
Beyond the official checklist
What to expect in practice
Practical and local insights that can materially affect preparation, documents and timing. These do not replace the official legal baseline.
Legacy ARI cases show why a guaranteed timeline is unsafe
Recent community reports from older/pending ARI files show that some cases have experienced very long gaps between filing, biometrics, approval and card issuance. This is useful evidence of operational variability, not a forecast for a new 2026 application.
Legacy and pending ARI cases; not a current service-level benchmark · Moderate evidence · Checked 2026-09-11
Do not convert old property-route or backlog cases into a typical processing time for new current-route applications.
Long waits can make document freshness an operational issue
Because ARI procedures can span multiple stages, applicants should expect that some identity, criminal-record, compliance, banking or investment evidence may need to be refreshed or re-submitted when requested.
ARI application and renewal preparation · Moderate evidence · Checked 2026-09-11
This is preparation guidance, not a statement that every document will be requested twice.
Treat fund eligibility and fund quality as separate due-diligence questions
For the fund route, confirming that the vehicle can satisfy ARI rules is only the first step. Strategy, manager track record, portfolio construction, fees, liquidity, valuation and downside risk require a separate investment review.
Portugal ARI collective-investment route · Strong evidence · Checked 2026-09-11
FYPAS does not treat immigration eligibility as financial advice or a recommendation of any specific fund.
Family and investor steps may not move in perfect lockstep
Recent applicant discussions show uncertainty around biometrics and scheduling when the main investor and family members are handled separately. Families should allow for procedural sequencing rather than assume every appointment or card will be issued at the same time.
Recent ARI family scheduling reports · Emerging evidence · Checked 2026-09-11
Individual scheduling reports do not establish a universal AIMA family-appointment rule.
How to read this section: practical guidance and applicant experience can vary by consulate, authority, location and individual case. Application journey
How the process works
Portugal's ARI is handled through a dedicated investment-residence process. The qualifying investment activity is established and documented, the application is submitted electronically through the Portal ARI, AIMA reviews the file, and the applicant attends in person when required for document verification and biometrics before the residence title is issued.
Choose the qualifying ARI route
Identify the current investment-activity route that fits the applicant's objectives and confirm both immigration eligibility and the separate financial or operational implications.
Do not treat a marketed investment as ARI-eligible without checking the statutory route and supporting documentation.
Complete due diligence and structure the investment
Review the legal structure, route-specific conditions, investment risks, fees, holding requirements and required Portuguese counterparties before committing funds or creating employment.
Immigration eligibility and financial suitability are separate assessments.
Make and document the qualifying investment activity
Complete the qualifying investment or employment-creation activity in the form required by the selected ARI route and obtain the prescribed evidence.
Investment evidence varies significantly by route.
Prepare the personal and compliance file
Prepare identity, legal-entry, health-coverage, criminal-record, tax identification, tax/social-security compliance and other documents required for the investor and, where applicable, family members.
Foreign documents may require certification/legalisation and Portuguese translation depending on the document and issuing jurisdiction.
Submit through Portal ARI and pay the analysis fee
Register the candidate, select the investment type, upload the required documents, submit the application and generate/pay the DUC for the applicable analysis fee.
AIMA may accept the file for scheduling or return it for correction.
Complete AIMA appointment and biometrics
After the application is accepted for scheduling, attend the AIMA appointment requested for original-document checks and biometric collection.
Appointment availability is operational and should not be converted into a guaranteed timeline.
Pay the granting fee and receive the residence title
After approval, pay the applicable granting/title fees and complete the issuance of the ARI residence permit.
Government fees are separate from investment and professional costs.
Maintain the ARI conditions and renew
Maintain the qualifying activity while it remains the legal basis for the ARI, satisfy the minimum presence rule and submit renewal documents and fees through the current electronic renewal process.
Since 16 February 2026 ARI renewals are processed electronically; AIMA may request in-person biometrics where needed.

Common questions
Frequently asked questions
Does Portugal still have a Golden Visa in 2026?
Yes. Portugal's Residence Permit for Investment Activity (ARI) remains in force, but the current qualifying routes are different from the property-based programme many people remember.
Can I get the Portugal Golden Visa by buying property?
No, not for a new ARI application. Property acquisition is no longer a current qualifying route, and the current investment activities may not be directed, directly or indirectly, to real-estate investment.
What are the current Portugal Golden Visa routes?
Current ARI routes include creation of at least 10 jobs, qualifying scientific-research investment, qualifying arts/cultural-heritage support, qualifying non-real-estate collective investment undertakings and Portuguese-company capitalisation linked to employment requirements.
What is the minimum investment for the Portugal Golden Visa?
There is no single programme-wide capital minimum. Some qualifying routes use €250,000 or €500,000 thresholds, while the job-creation route is defined by employment rather than one equivalent minimum euro investment.
Can the Golden Visa investment be reduced in a low-density area?
The legal framework provides a 20% reduction for certain qualifying activities in low-density territories. The exact applicability depends on the route. FYPAS avoids treating an inconsistent arithmetic figure currently displayed on one AIMA page as a canonical threshold.
How long must I keep the Golden Visa investment?
The ARI framework contains a five-year minimum temporal requirement for the qualifying investment activity. If the applicant still relies on that activity as the basis of the ARI, changing or disposing of it can affect renewal.
How much time do I need to spend in Portugal?
The ARI minimum stay is 7 days during the first year and 14 days during each subsequent two-year period. The days may be consecutive or non-consecutive.
How long is the Golden Visa residence permit valid?
The temporary ARI title is valid for two years. Article 90-A provides for renewal in two-year periods, subject to continued compliance with the ARI requirements.
Can I include my family?
Yes. The ARI framework permits family reunification, and AIMA states that the family request can be submitted alongside the investor's ARI application, although it remains conditional on approval of the main application.
Can Golden Visa holders work in Portugal?
Yes. AIMA states that ARI holders may reside and work in Portugal. Ordinary tax, employment, licensing and social-security rules still apply.
Can I invest in more than one fund?
AIMA states that units may be acquired in more than one qualifying fund provided the total legally required amount and the other ARI conditions are satisfied.
Does a qualifying fund guarantee investment returns?
No. Immigration eligibility and investment performance are separate questions. A qualifying investment can still involve market, manager, liquidity, fee and capital-loss risk.
Can the Golden Visa lead to permanent residence?
Yes. ARI holders may apply for permanent residence after at least five years of temporary residence if the separate Article 80 requirements are met, including basic Portuguese evidence.
Does the Golden Visa give me Portuguese citizenship?
No. Citizenship is not automatic. Naturalisation is a separate process. Under the rules in force from 19 May 2026, the general legal-residence period is 7 years for nationals of Portuguese-speaking countries and EU citizens and 10 years for other nationals, together with additional requirements.
How long does the Portugal Golden Visa process take?
FYPAS does not publish one guaranteed end-to-end ARI timeframe. Preparation, AIMA review, correction requests, appointment availability, biometrics and card issuance can vary materially.
