You can move to Portugal without a job offer, but the right route depends on why you are moving and how you will support yourself. Portugal has residence routes for people living from their own income, remote workers paid from abroad, entrepreneurs and independent professionals, investors and, in law, a qualified job-seeker route. None of these should be treated as a universal shortcut for arriving first and deciding your immigration status later.
The key question is not simply “Do I have a job offer?” It is what is the legal basis for my residence? A retiree, a remote employee of a US company, a freelancer starting activity in Portugal and someone hoping to find a Portuguese employer are not using the same immigration route.
Quick answer: which routes can work without a Portuguese job offer?
| Your situation | Route to assess | Portuguese job offer needed at the start? |
|---|---|---|
| Retired or living from your own income | D7 / own-income residence route | 不 |
| Working remotely for entities outside Portugal | Digital Nomad / D8 | No Portuguese offer; foreign work or service relationship must be documented |
| Starting an independent activity or business in Portugal | D2 / independent activity or entrepreneur route | No employee job offer, but the professional or business basis must be documented |
| Investing through an eligible residence-by-investment route | Golden Visa / ARI | 不 |
| Entering Portugal specifically to look for highly qualified work | Qualified job-seeker visa | No at visa issue, but the current legal framework is narrower than the former general job-seeker route |
| Moving for ordinary employee work with a Portuguese employer | Subordinate work residence visa | Normally yes: contract or promise of contract |
This article focuses on third-country nationals. EU, EEA and Swiss citizens generally use free-movement rules instead of these residence-visa routes.
1. D7: moving to Portugal on retirement or own income
Portugal maintains a residence-visa service for retirees, religious applicants and people who live from their own income. For the D7-type profile, the legal and documentary logic is therefore different from an employee work visa: you are proving that you can support your residence through qualifying resources rather than presenting a Portuguese employment offer.
Portugal’s means-of-subsistence rules use the minimum monthly wage as a reference and apply a household scale of 100% for the first adult, 50% for additional adults and 30% for children or dependent young people. The mainland minimum wage is €920 in 2026. These figures are reference calculations, not a guarantee of approval and not a universal rule that one exact balance must sit in one Portuguese bank account.
If this is your profile, see our detailed guide to Portugal D7 income requirements and financial evidence. The important distinction is that the source, regularity and availability of the resources matter, not only the headline number.
2. Digital Nomad Visa: no Portuguese job offer, but real foreign work
Portugal’s Digital Nomad residence route is built around professional activity performed remotely for entities outside Portugal. That can cover an employee of a foreign company or an independent professional serving foreign clients, provided the required relationship and income evidence can be shown.
For the residence visa, the current regulation requires proof of average monthly professional income during the previous three months equal to at least four Portuguese minimum monthly wages. With the mainland 2026 RMMG of €920, that produces a reference of €3,680 per month.
This does not mean that €3,680 in savings creates Digital Nomad eligibility. The category is based on remote professional activity. The residence application distinguishes employees from independent professionals and asks for documents proving the employment or service relationship.
For the financial side, read Portugal Digital Nomad Visa income requirements. If you are deciding between own income and active remote work, our D7 vs Digital Nomad comparison explains the boundary in more detail.
3. D2: entrepreneurship or independent professional activity
You also do not need a Portuguese employee job offer if your route is based on independent professional activity or entrepreneurship. Portugal’s official residence-visa service covers foreign nationals who intend to exercise independent activity or invest as entrepreneurs.
The important point is that “no job offer” does not mean “no professional evidence.” An independent professional may need to document a service relationship or activity, while an entrepreneur needs a credible business or investment basis. The exact file depends on the route and the consular requirements applicable to the applicant.
FYPAS maintains a Portugal Entrepreneur Visa overview for orientation. Use it to understand the route, then verify the current consular checklist before committing funds or signing contracts.
4. Golden Visa: an investment route, not an employment route
The Portugal Golden Visa is another route that does not depend on a Portuguese job offer. Its legal basis is qualifying investment activity, not employment. It is therefore relevant only when the applicant genuinely meets one of the eligible residence-by-investment routes.
Do not confuse “no job offer required” with “easy” or “low-cost.” The investment, documentary, tax, criminal-record, maintenance and renewal requirements are materially different from D7, D8 or D2. See the current Portugal Golden Visa要求 before treating investment residence as an alternative.
5. What happened to Portugal’s Job Seeker Visa?
This is the area where older online guidance can be misleading.
Law 61/2025 changed Article 57-A of Portugal’s immigration law. The legal category is now the “visto para procura de trabalho qualificado” – qualified job-seeker visa. The law says it may be granted to a person with specialised technical skills for the purpose of looking for work and authorises highly qualified professional activity during the visa’s validity.
The law keeps a period of 120 days, extendable by a further 60 days, with one entry into Portugal. But it also states that the specialised technical skills covered by this route are to be defined by a joint ministerial regulation.
As of our 29 September 2026 verification, FYPAS did not locate that specific implementing regulation in the official Diário da República search. That means you should not rely on old articles describing the former general Job Seeker Visa as if its eligibility rules were unchanged. Before planning a move around this route, confirm the operational criteria with the Portuguese consular post responsible for your application.
6. When do you actually need a Portuguese job offer?
If your immigration basis is ordinary subordinate employment in Portugal, the answer is different. Portuguese government guidance states that the residence visa for subordinate professional activity depends on an employment contract or promise of employment, presented with the visa application.
That is why a person who wants a normal employee role in Portugal should not choose D7 or D8 simply to avoid the job-offer requirement. The immigration category should match the real activity.
7. Can you arrive as a tourist and regularise later?
Do not build a relocation plan around the old general “manifestação de interesse” route. The former Article 88(2) residence procedure for subordinate work without a residence visa was revoked from 4 June 2024, subject to transitional protection for procedures already started by 3 June 2024.
Being allowed to enter Portugal as a visitor does not by itself create a right to remain indefinitely, start work or convert a tourist stay into residence under the old mechanism. Your entry status and the route you intend to use should be checked before travel.
8. Which route fits common profiles?
| Profile | First route to investigate |
|---|---|
| US retiree receiving a pension | D7 / own-income residence |
| Software employee working remotely for a Canadian company | Digital Nomad / D8 |
| Consultant with foreign clients continuing remote work | Digital Nomad / D8 |
| Freelancer planning to establish independent activity in Portugal | D2 / independent professional route |
| Founder planning a Portuguese business | D2 / entrepreneur route |
| Investor using a qualifying ARI investment route | 黄金签证 |
| Professional who wants to enter Portugal to look for highly qualified work | Qualified job-seeker route, once operational eligibility is confirmed |
| Employee hired by a Portuguese company | Subordinate work visa |
The same person can sometimes have more than one route worth investigating, but the categories are not interchangeable. A high bank balance does not turn remote work into D7 income; a foreign salary does not create a Portuguese work visa; and a business idea is not automatically a qualifying D2 file.
9. A practical checklist before you choose
- Identify your real income/activity: pension, own income, foreign remote work, Portuguese employment, independent services, business or investment.
- Check where the payer or employer is located: this is particularly important for the Digital Nomad route.
- Separate legal requirements from planning preferences: extra savings can strengthen resilience without automatically becoming a statutory threshold.
- Check the competent consulate: document presentation, appointments and local checklists can vary.
- Do not order every certificate too early: criminal records, translations and other documents can have validity periods.
- Verify regulated professions: immigration permission and professional recognition are separate questions.
- Check family planning separately: accompanying or reunification rules should not be assumed to be identical across routes.

10. Frequently asked questions
Can I move to Portugal without a job offer if I have savings?
Possibly, but savings alone do not identify the immigration category. D7 focuses on qualifying own income and means of subsistence; D8 focuses on remote professional activity and income; D2 requires an independent professional or entrepreneurial basis; investment residence has its own qualifying rules.
Can I move to Portugal and look for any job after arrival?
Do not assume that. The current statutory job-seeker category is framed around qualified work and specialised technical skills, with further definition delegated to regulation. Confirm current operational eligibility before relying on it.
Do remote workers need a Portuguese company to hire them?
Not for the Digital Nomad route. Its purpose is professional activity performed remotely for entities outside Portuguese territory. You must still document the employment or service relationship and satisfy the other requirements.
Is D7 a work visa?
No. The D7-type residence route is based on retirement or own income, not a Portuguese employment offer. A person whose real reason for moving is ordinary employment in Portugal should assess the appropriate work route instead.
Is D2 only for large companies?
No. Portugal’s official route covers independent professional activity as well as immigrant entrepreneurs. But the applicant must demonstrate the relevant professional or business basis; “I may start something later” is not the same as a prepared application.
