Italy Investor Visa
Italy's Investor Visa is a residence-by-investment route for qualifying non-EU investors. Current law provides government-bond, Italian company, venture-capital-fund, innovative-startup and philanthropic-donation alternatives from EUR 250,000, followed by a two-year investor residence permit that can be renewed in three-year periods while the applicable conditions remain satisfied.

Income & household benchmarks
Investment onlyQualifying capital and government charges are separate. The standard Italian national Type D visa fee is EUR 116 in the current 2026 consular tariff; this is not an IV4I online Nulla Osta fee and is not the total cost of the immigration process. Residence-permit/card, postal or administrative charges, translations, legal or financial advice, intermediary/fund costs and transaction costs can be additional and should be checked at the relevant stage. Article 26-bis currently retains EUR 1,000,000 proof-of-funds wording for the company/fund/startup and philanthropic categories despite lower qualifying thresholds for some routes; no separate savings scalar is encoded until the current administrative documentary requirement is reconciled.

From residence to permanent status and citizenship
These are separate legal pathways with their own conditions. The timelines below reflect the current structured data for this route.
Conditional
The Investor Visa is not itself permanent residence. A separate EU long-term resident permit is generally available after at least five years of qualifying legal residence, subject to income, public-order and other requirements. Continuity is generally affected by absences of six consecutive months or ten months total during the five-year period, subject to statutory exceptions. Italian language at A2 or qualifying equivalent evidence/test rules generally apply. The Investor Visa programme's own no-minimum-stay feature does not by itself establish the residence continuity needed for long-term status.
Conditional
This is not a citizenship-by-investment programme. For the ordinary non-EU pathway, Italian citizenship by residence generally requires at least ten years of legal and continuous residence, while shorter statutory periods apply to some other categories. The residence clock is not simply the date of investment or visa issuance. The procedure also assesses income, tax compliance, security and other legal conditions. A B1 Italian-language standard generally applies to residence-based naturalisation, with statutory exemptions including certain long-term-resident or integration-agreement cases. Italian law permits multiple citizenships, but the applicant's other country can impose its own restrictions. No universal years_to_citizenship scalar is stored because the legal period varies by category.
Dual citizenship: Permitted. Also check the rules of your other nationality.
Investment routes
Qualifying investment options
Review the structured qualifying routes and route-specific conditions recorded for this program.
Government Bond
Italian government bonds
- Minimum amount
- €2,000,000
- Holding period
- 2 years
- Capital recoverable
- Conditional
- Non-refundable
- No
Eligibility conditions
Invest at least EUR 2,000,000 in bonds issued by the Italian Government and maintain the qualifying holding for at least two years. Verify the selected securities and evidence path under current IV4I requirements.
Exit conditions
The immigration rule requires at least two years of maintenance, but bond price, maturity, market liquidity, tax and transaction costs remain investment matters. Capital repayment or gain is not guaranteed by visa eligibility. A later permit renewal requires continued qualifying investment/evidence.
Business Company
Italian company equity
- Minimum amount
- €500,000
- Holding period
- 2 years
- Capital recoverable
- Conditional
- Non-refundable
- No
Eligibility conditions
Invest at least EUR 500,000 in instruments representing the capital of a company constituted and operating in Italy. Confirm the recipient company's eligibility/consent and the current IV4I execution and proof rules. The qualifying interest must be maintained for at least two years.
Exit conditions
Company equity is exposed to valuation, liquidity and business risk. The two-year statutory maintenance period is not a guaranteed exit date. Disposal can affect residence status and later renewal; obtain current route-specific advice before selling or restructuring the holding.
Fund
Italian venture-capital fund
- Minimum amount
- €500,000
- Holding period
- 2 years
- Capital recoverable
- Conditional
- Non-refundable
- No
Eligibility conditions
Current Article 26-bis, as amended by Law 193/2024 effective 18 December 2024, expressly allows at least EUR 500,000 in instruments representing the capital of a venture-capital fund constituted and operating in Italy, maintained for at least two years. The public IV4I landing page and older manual still show the pre-amendment four-route framework, so confirm current Committee acceptance, fund definition and required documentation before subscription.
Exit conditions
The two-year statutory maintenance period does not guarantee fund liquidity, redemption, valuation or capital preservation. Fund terms and regulatory/IV4I evidence requirements can impose additional constraints. Continued qualifying investment is relevant for renewal.
Business Company
Italian innovative startup equity
- Minimum amount
- €250,000
- Holding period
- 2 years
- Capital recoverable
- Conditional
- Non-refundable
- No
Eligibility conditions
Invest at least EUR 250,000 in the capital of an innovative startup meeting the current statutory/register requirements and operating in Italy. Confirm the startup's current qualifying registration, recipient consent and IV4I evidence before transferring funds. Maintain the qualifying interest for at least two years.
Exit conditions
Startup equity carries material business, dilution, valuation and liquidity risk. The immigration threshold does not guarantee investment performance or a buyer after two years. Early disposal can affect the permit and continued qualification is relevant for renewal.
Donation
Qualifying philanthropic donation
- Minimum amount
- €1,000,000
- Capital recoverable
- No
- Non-refundable
- Yes
Eligibility conditions
Donate at least EUR 1,000,000 to support a qualifying public-interest project in the statutory sectors, including culture, education, immigration management, scientific research, or recovery of cultural and landscape heritage. The recipient/project and consent/evidence must satisfy current IV4I requirements.
Exit conditions
This is a philanthropic donation rather than an investment asset. It is non-recoverable and has no financial exit or holding-period field. Keep the donation and project evidence needed for immigration/renewal review; do not imply repayment or financial return.
General investment restrictions
The current consolidated Article 26-bis supports five distinct structured rows in this dataset: EUR 2,000,000 in Italian government bonds; EUR 500,000 in capital instruments of an Italian company; EUR 500,000 in capital instruments of a venture-capital fund constituted and operating in Italy; EUR 250,000 in an Italian innovative startup; or EUR 1,000,000 philanthropic donation to an eligible public-interest project. These are alternatives, not cumulative requirements. Direct residential property purchase, bank deposits and generic mutual funds/OICRs are not encoded as qualifying routes. The venture-capital-fund route was added by Law 193/2024 with effect from 18 December 2024. The current public IV4I landing page still shows the older four-option summary and older operational material predates that amendment, so applicants should obtain current IV4I confirmation of the specific fund and document path before transferring capital.
Investment program notes
Investment assets under Article 26-bis must generally be maintained for at least two years; renewal additionally requires the qualifying investment to remain in place through the prior permit. Capital recoverability for bonds, company/startup equity and venture-capital funds is conditional on the instrument, market value, liquidity, issuer/fund terms and law and is never guaranteed by immigration eligibility. The philanthropic route is a non-recoverable donation. Current law and current portal/interface materials are not fully synchronized on the venture-capital-fund route, so this record distinguishes binding statutory eligibility from administrative implementation.

Before you decide
Conditions & watch-outs
Watch out
The statute and public portal are not fully synchronized
Current law expressly added a EUR 500,000 venture-capital-fund route in December 2024, while the public IV4I landing page still displays the older four-option summary. Confirm current operational implementation before subscribing.
Watch out
Proof-of-funds wording is broader than the lowest investment threshold
Current Article 26-bis retains EUR 1,000,000 beneficial-ownership/transferability wording for the company/fund/startup and philanthropic categories even though some qualifying investments are EUR 500,000 or EUR 250,000. Do not assume the headline threshold is the full evidence requirement.
Condition
The investment must be executed after entry within the statutory window
The commitment made for the visa must be carried out in full within three months of entry into Italy, with route-specific proof submitted through the IV4I process.
Condition
Investment assets must remain qualifying
Government bonds, company equity, venture-capital fund interests and startup equity have a two-year minimum maintenance rule, and renewal depends on continued qualifying investment/evidence.
Limitation
The philanthropic route is not recoverable capital
The EUR 1,000,000 route is a donation to a qualifying public-interest project, not a redeemable investment or guaranteed-return product.
Limitation
Current nationality suspensions apply
The official IV4I portal currently suspends the programme for Russian and Belarusian citizens and for affected non-EU dual-passport holders.
Watch out
No minimum stay is not the same as long-term residence
EU long-term residence and citizenship depend on separate legal and continuous residence rules. An investor who spends little time in Italy may not build the required residence record.
Watch out
Family accompanying and later reunification follow different rules
Article 26-bis allows eligible accompanying family with the investor visa, while later ordinary family reunification is subject to the current Article 29 framework, including a general two-year legal-residence condition.

Application journey
How the process works
Separate the IV4I Nulla Osta, consular investor visa, Italian residence-permit filing and actual investment execution. Each has its own authority and deadline; the 30-day Committee reference is not a complete processing-time promise.
Choose the current legal route and verify the recipient/instrument
Select one qualifying route and verify the government security, company, venture-capital fund, innovative startup or philanthropic recipient before preparing the IV4I application.
For the venture-capital-fund route, obtain current IV4I confirmation because the public portal interface has not caught up with the December 2024 statutory amendment.
Apply online for the IV4I Nulla Osta
Create the IV4I portal account, complete the application, select the investment route and upload identity, financial-resource, criminal-record and investment-plan evidence, then submit the electronically signed declaration.
The applicant must document ownership, availability, transferability and lawful origin of funds plus the intended recipient and commitment.
Complete the Committee assessment
The IV4I Committee reviews the application and may approve, request supplementary evidence or issue a reasoned rejection.
A request for integration can suspend the reference period; this is not the whole visa timeline.
Use the Nulla Osta to request the investor visa
After approval, apply at the competent Italian diplomatic/consular representation with the Nulla Osta, original application documents and the additional consular evidence.
The investor visa is a national long-stay visa; consular checks and appointment timing are separate from the Committee assessment.
Enter Italy and apply for the investor residence permit
After entering Italy with the investor visa, apply for the two-year investor residence permit at the competent Questura within the required post-entry window.
The residence-permit filing and the investment-execution deadline are separate obligations.
Execute the investment or donation and upload proof
Complete the selected qualifying investment/donation in full and upload the route-specific evidence through the IV4I portal.
Failure to execute the full committed amount on time can prevent or revoke the investor residence permit.
Complete residence and family formalities
Complete the remaining Questura residence-permit formalities and coordinate eligible accompanying-family or later family applications under the correct family procedure.
Family accompanying under Article 26-bis is distinct from later ordinary reunification; housing, income and relationship evidence can apply.
Maintain the qualifying conditions and prepare renewal
Keep the qualifying investment/donation evidence in order and request a new IV4I Nulla Osta before seeking a three-year renewal. Assess long-term residence separately if Italy becomes your genuine residence.
Do not assume disposal after the two-year initial holding period preserves renewal eligibility.

Common questions
Frequently asked questions
What investment routes currently qualify for the Italy Investor Visa?
Current Article 26-bis supports EUR 2 million in Italian government bonds, EUR 500,000 in an Italian company, EUR 500,000 in a venture-capital fund constituted and operating in Italy, EUR 250,000 in an Italian innovative startup, or EUR 1 million qualifying philanthropy. They are alternatives, not cumulative requirements.
Why does the official portal still show only four options?
The current consolidated law added venture-capital funds to the EUR 500,000 route from 18 December 2024, but the public IV4I landing page and older operational guidance have not been fully updated. The legal route is therefore represented here with a clear instruction to confirm its current operational evidence path before transferring funds.
Can buying a home in Italy qualify?
No direct personal real-estate purchase is encoded as a qualifying Article 26-bis route. Real-estate ownership can be relevant to accommodation or separate investment planning, but it is not one of the current qualifying Investor Visa alternatives.
What is the lowest qualifying investment amount?
The lowest statutory investment threshold is EUR 250,000 for qualifying equity in an Italian innovative startup. This should not be confused with the separate current proof-of-funds wording in Article 26-bis or with total immigration and transaction costs.
How long must I hold an investment?
Government bonds, Italian company equity, venture-capital fund interests and innovative-startup equity are subject to a minimum two-year maintenance rule. Renewal also depends on continued qualifying investment/evidence, so two years is not automatically a safe exit point.
When must the investment be made?
The qualifying investment or donation is made after entry and must be completed in full within three months of entering Italy under the investor visa, with route-specific evidence provided through the IV4I process.
How long is the investor residence permit valid?
The initial investor residence permit is valid for two years. It can be renewed in additional three-year periods if the qualifying conditions and current renewal evidence are satisfied.
Is there a minimum number of days I must live in Italy?
The Investor Visa programme itself is officially described as having no general minimum-residence requirement. That flexibility does not replace the actual legal-residence and continuity rules needed for EU long-term residence or citizenship.
Can I work or run a business in Italy?
Yes, the investor residence status carries the rights associated with self-employment residence and can support employed or self-employed activity under the relevant labour, licensing, tax and social-security rules.
Can my family accompany me?
Article 26-bis expressly allows eligible relatives to enter as family accompanying the investor visa holder. The categories follow Article 29. Later ordinary family reunification is a distinct procedure and current rules generally require two years of legal and uninterrupted residence before the sponsor can request it.
Do I need to show only the amount of the chosen investment?
Do not assume so. Current Article 26-bis retains separate beneficial-ownership and transferability wording that refers to EUR 1 million for the company/fund/startup and philanthropic categories, while some investment thresholds are lower. Confirm the current IV4I documentary amount before filing; this dataset therefore does not invent a separate savings scalar.
What is the current visa fee?
The current 2026 standard national Type D visa fee is EUR 116. It is separate from the qualifying capital and from residence-permit/card, transaction, translation and professional-service costs.
Can this lead to EU long-term residence?
Potentially, but through a separate status. EU long-term residence generally requires at least five years of qualifying legal and continuous residence plus income, language and other conditions. The Investor Visa's no-minimum-stay feature does not by itself satisfy those conditions.
Does this lead to Italian citizenship after a fixed number of years?
No automatic citizenship-by-investment path exists. Ordinary non-EU naturalisation generally uses ten years of legal and continuous residence, with different statutory periods for some categories, a B1 language standard subject to exemptions, income/tax/security review and other legal conditions.
Does the Investor Visa automatically give me Italy's special tax regime?
No. Immigration residence and tax residence are separate. Any optional new-resident tax regime has its own current eligibility, election and tax rules and must be assessed independently.
