Salary & fee context
SalaryThe current June 2026 UGE salary notice sets the general EU Blue Card threshold at EUR 41,356.36 gross per year. A reduced threshold of EUR 33,085.09 can apply in the current specified cases: qualifying shortage occupations in groups 1 and 2 and applicants who obtained the required qualification within the previous three years. The lower threshold is route-specific and must not be treated as the default scalar. The UGE procedure uses Modelo 790 Código 038, epígrafe 7.1; FYPAS does not encode the current 790-038 amount here because the live official payment form should control if the tariff changes. The current first TIE fee is EUR 16.08. Consular visa fees, translations, legalisation/apostille, recognition of regulated-profession qualifications and other document costs are separate.

From residence to permanent status and citizenship
These are separate legal pathways with their own conditions. The timelines below reflect the current structured data for this route.
From 5 years
Law 14/2013 states that highly qualified professionals can reach long-term residence after five years when the applicable conditions are met. Spanish long-term residence remains a separate status with continuity and admissibility requirements. EU Blue Card holders also have special EU mobility rules that can matter to long-term-residence analysis, so cross-border residence histories should be assessed separately rather than reduced to one universal scalar. No general Spanish-language test is encoded for Spanish national long-term residence.
Yes
Spanish nationality by residence is separate from the EU Blue Card. The Civil Code generally requires ten years of legal and continuous residence immediately before the application, with reduced periods for specified statutory categories. The procedure generally uses CCSE and, where the applicant is not exempt or dispensed, DELE A2 or higher. Dual-citizenship treatment depends on the applicant's nationality and the statutory exceptions. No universal years_to_citizenship scalar is stored.

Conditions & watch-outs
Condition
The job must be highly qualified
The role must meet the statutory highly-qualified-employment standard and the qualification/experience requirement.
Condition
The contract or firm offer must cover at least six months
The current Blue Card rule requires qualifying highly skilled employment for a period of at least six months.
Condition
The general 2026 salary threshold is EUR 41,356.36
The current UGE notice sets the general annual gross threshold directly from the Order PJC/44/2026 formula and the latest INE salary data.
Condition
The reduced EUR 33,085.09 threshold is not universal
It applies only in the current specified shortage-occupation/recent-qualification cases and should not be treated as the default threshold.
Condition
Qualification rules are stricter than the national PAC route
Blue Card qualification normally means the required three-year higher-education level or five years equivalent experience, with the ICT three-in-seven-years exception.
Watch out
Unemployment can affect retention and renewal
Current law sets different accumulated-unemployment limits depending on whether the Blue Card has been held for less than or at least two years.
Watch out
EU mobility has its own procedure
A Blue Card from another Member State can support mobility to Spain, but the Spanish application and timing rules still apply.
Watch out
The 20-day clock is not the whole relocation timeline
UGE authorization, consular visa where required, entry, employment/Social Security formalities and TIE issuance are distinct stages.

Application journey
How the process works
The Spain EU Blue Card is processed through the Unidad de Grandes Empresas y Colectivos Estratégicos under Law 14/2013. The application can be filed by the company or the foreign professional whose incorporation is required, followed by the visa stage when necessary and then TIE formalities for authorizations lasting more than six months.
Confirm the role, qualification route and salary threshold
Confirm that the proposed job is highly qualified, the applicant satisfies the higher-education or permitted professional-experience route and the gross annual salary meets the current general or reduced Blue Card threshold.
Use the current June 2026 UGE salary notice and confirm whether any reduced-threshold category actually applies.
Prepare the Law 14/2013 application
Prepare the MI-T application, passport, criminal-record evidence, resources/health coverage evidence, qualification or experience evidence, company documents, signed contract and current fee proof.
Regulated professions require the applicable recognition or homologation evidence.
Submit electronically to UGE-CE
The company or foreign professional submits the Blue Card authorization electronically through the UGE-CE channel.
The twenty-day period is the authorization decision clock, not a guaranteed complete relocation timeline.
Complete the visa stage if entry requires a visa
After a favorable authorization, an applicant abroad who requires a visa applies personally at the competent Spanish diplomatic mission or consular office.
Consular documentation and fee handling remain separate from the UGE authorization.
Enter Spain and complete work/residence formalities
Enter Spain under the approved framework, complete any required Social Security/employment formalities and maintain the qualifying employment conditions.
The Blue Card is linked to highly qualified employment and the qualifying contract conditions.
Apply for the TIE when required
For a residence authorization valid for more than six months, complete the TIE procedure after approval and entry under the applicable instructions.
The current first TIE fee is EUR 16.08.
Maintain Blue Card conditions and plan renewal or EU mobility
Maintain the qualifying employment conditions, monitor any unemployment period, apply for the two-year renewal when eligible and use the specific Blue Card mobility rules if moving between participating EU Member States.
EU mobility and unemployment protections have their own statutory timing rules.

It is Spain's EU-law highly-qualified-employment residence authorization under Article 71.2(a) and Article 71 bis of Law 14/2013.
Who can apply?
Qualifying third-country nationals taking highly qualified employment in Spain who meet the Blue Card education/experience, contract, salary and general Law 14/2013 requirements.
What qualification is required?
Normally higher education of at least three years at the required level or at least five years of relevant equivalent professional experience. ICT professionals/directors can use three years of relevant experience within the previous seven years.
How long must the job offer or contract be?
The current law requires a valid contract or firm offer for highly qualified employment for at least six months.
What is the 2026 general salary threshold?
The current June 2026 UGE notice sets the general gross annual Blue Card threshold at EUR 41,356.36.
Is there a reduced salary threshold?
Yes. The current reduced threshold is EUR 33,085.09, but only for the specified qualifying shortage-occupation/recent-qualification cases.
Can I qualify with professional experience instead of a degree?
Yes in the statutory experience pathway: normally at least five years of relevant equivalent experience; qualifying ICT professionals/directors have a three-years-within-seven-years rule.
How long is the authorization valid?
Up to three years. If the contract is shorter than three years, the authorization can match the contract duration plus three months without exceeding three years.
How long is renewal?
Two years when the conditions that generated the right continue to be met.
How long does UGE have to decide?
The maximum statutory authorization-decision period is twenty days from electronic filing. This does not include every later visa, entry or TIE step.
Can my family apply with me?
Yes. Qualifying family members under Article 62.4 can apply jointly and simultaneously or successively, subject to the general family conditions.
Can I be self-employed on the Blue Card?
The Blue Card covered here is based on highly qualified employment, not self-employment. A separate immigration route should be assessed for a primarily self-employed plan.
Can I move to Spain with a Blue Card from another EU country?
Potentially under the current EU mobility rules. The statutory timing depends on how long the Blue Card has been held in the other Member State(s), and a Spanish Blue Card application is still required.
Can the Blue Card lead to Spanish long-term residence?
Potentially. Law 14/2013 points to long-term residence after five years when the applicable conditions are met; cross-border Blue Card residence histories require separate assessment.
Can Blue Card residence count toward Spanish citizenship?
Qualifying legal residence can count, but nationality is a separate process with residence-period, integration and other requirements that vary by statutory category.
